The Hill: Away from the conflict in Ukraine, Russian President Vladimir Putin is quietly seeking a foothold in Latin America, military officials warn. To the alarm of lawmakers and Pentagon officials, Putin has begun sending navy ships and long-range bombers to the region for the first time in years.

Russia’s defense minister says the country is planning bases in Cuba, Venezuela, and Nicaragua, and just last week, Putin’s national security team met to discuss increasing military ties in the region.

“They’re on the march,” Sen. Joe Donnelly (D-Ind.) said at a Senate hearing earlier this month. “They’re working the scenes where we can’t work. And they’re doing a pretty good job.”

Gen. James Kelly, commander of U.S. Southern Command said there has been a “noticeable uptick in Russian power projection and security force personnel” in Latin America.

“It has been over three decades since we last saw this type of high-profile Russian military presence,” Kelly said at the March 13 hearing.

The U.S. military says it has been forced to cut back on its engagement with military and government officials in Latin America due to budget cuts. Kelly said the U.S. military had to cancel more than 200 effective engagement activities and multi-lateral exercises in Latin America last year. With the American presence waning, officials say rivals such as Russia, China and Iran are quickly filling the void. source – The Hill

Republicans are “wasting their time” trash-talking Obamacare on the campaign trail — Democrats have “embraced” the law and will be “proud” of it in upcoming races, according to House Democratic Leader Nancy Pelosi.

Republican David Jolly’s win Tuesday in Florida over Democrat Alex Sink was a fluke, Pelosi said Thursday, pushing back at the GOP’s characterization of the victory as a harbinger of elections to come, and a reflection of voter anger over Obamacare. 

“The fact that it is an off-year election — in other words, a non-presidential year — and a special election is like a double-whammy in terms of reducing turnout,” she said, according to The Hill. 

“We feel confident about the fuller participation in November, and what that will mean for that election.”

Jolly on Tuesday had chided Pelosi for her “spin control.”

“The president’s health-care plan has hurt the people in this county, and a number of people came out to the polls today to express that concern to the president and to Congress,” he said, telling Fox News: “I think my new colleague Nancy Pelosi might be engaging in some spin control this evening,” the Daily Caller reported. 

On Thursday, Pelosi insisted the GOP is misreading Jolly’s victory.

“I think the Republicans are wasting their time using that as their electoral issue, and they will find that out,” she warned, adding Democrats were “absolutely not” avoiding the issue of the controversial law.

“I’m very proud of our House Democrats and how they’ve not only embraced the Affordable Care Act … but how proud they are of it,” she said.

“There are many good things about the Affordable Care Act that are good for the health and well-being of the American people. There are some things that need to be fixed, let’s do that. And that is the message of our members.”

But The Hill reported the National Republican Congressional Committee contends that message “failed.”

“If you’re a Democrat in one of those crossover seats, I’d be panicked this morning, because their playbook they’ve given [Democrats] is to run on ObamaCare,” Oregon Rep. Greg Walden, head of the NRCC said Wednesday, The Hill reported.

“Go support the president and go support Obamacare, and they tried that out and it failed.”

RNC Building Database of Obamacare Cancellation Victims.


Republican National Committee data scientists are building a list of the millions of Americans who lost their insurance policies through Obamacare in hopes of aiming campaigns at those people this year and in the 2016 presidential election, RNC Chairman Reince Priebus said.

“Getting that information and having good data as to who votes, who doesn’t vote, voter registration, party affiliation, consumer characteristics, cross-referenced with that kind of information, I think, is important for us to have,” Priebus told the Washington Examiner  after participating in a Conservative Political Action Conference panel talk on Saturday.

Priebus said the RNC has not had difficulty finding tech staffers, and has brought in some top engineers from sites like LinkedIn, Yahoo, and Facebook to work on the data projects.
The cancellations stand to play a key role in this year’s midterm elections, with many Democratic Party leaders urging candidates to talk openly about Obamacare issues while offering their own solutions to fix them.

The new approach, Democrats say, is based on polls such as a CBS News survey in January, which showed people agree the healthcare law has some good aspects, but changes are needed to make the law better.

In Colorado, where Fox News reported late last year that 250,000 people received cancellation notices, Obamacare is expected to make a huge impact on elections.

Republican Rep. Cory Gardner is challenging Democratic Sen. Mark Udall in November, and Udall has been arguing about whether the figures are valid, The Denver Post reports.  But Jo Donlin, director of external affairs for the state insurance division, insisted the figures are right, saying many people have renewed policies, but “regardless, they received cancellation notices.”

The Obama administration also eased some election pressure on Democrats about a week ago when it announced a directive allowing insurers to keep offering health plans that did not meet minimum Obamacare coverage requirements, reports The Hill.

Without the delays, another wave of health insurance cancellations would likely have hit this fall, just before voters headed to the ballots in November.

“I don’t see how they could have a bunch of these announcements going out in September,” one consultant in the health insurance industry said. “Not when they’re trying to defend the Senate and keep their losses at a minimum in the House. This is not something to have out there right before the election.”

Dalai Lama to Open US Senate Session With Prayer.


The Dalai Lama, the exiled spiritual leader of the Tibetan people, will give the opening prayer on the floor of the U.S. Senate on Thursday, the first time he has done so, reports said.

Senate Foreign Relations Chairman Robert Menendez, Democrat of New Jersey, said he and his committee also would host the Dalai Lama on Thursday afternoon. The Tibetan holy man is expected to meet with House leaders as well, The Hill reported.

Senate Chaplain Barry Black usually opens the Senate session with a prayer.

The Dalai Lama, who first visited the United States in 1979, has been in the country for a few weeks, sparking a controversy along the way.

President Barack Obama met with the spiritual leader in the White House two weeks ago — their third talk in recent years, the Washington Post reported.

China, which angrily objected to the meeting, calls the Dalai Lama, who fled to India after a failed uprising in 1959, a “wolf in sheep’s clothing” who seeks to use violent methods to establish an independent Tibet.

The Dalai Lama, 78, says he wants autonomy for Tibet and denies advocating violence.

During the White House meeting, Obama reiterated the U.S. stance against an independent Tibet but encouraged dialogue between the two countries.

“The president commended the Dalai Lama’s commitment to peace and nonviolence and expressed support for the Dalai Lama’s ‘middle way’ approach,” the White House said of the meeting, The Hill reported.

The Dalai Lama has appeared on Capitol Hill before for meetings with congressional leaders, and was awarded Congress’ highest civilian honor, the Congressional Gold Medal, during a 2007 ceremony in the Capitol Rotunda in an event attended by President George W. Bush.

In 2009, he focused on compassion in an opening prayer for the New York State Senate.

All eyes are set on former Florida Gov. Jeb Bush to see whether he might throw his hat into the ring for the 2016 presidential campaign, a prospect many in the GOP believe could give the party its strongest rival to Hillary Clinton.

People close to the Republican say he is considering a bid more seriously than ever before, and believe his record and personality could be just the right combination to give him star appeal across the country, according to The Hill.

“I’ve never seen him so seriously considering a run for higher office,” Slater Bayliss, a Florida GOP lobbyist and former Bush aide, told The Hill. “He’s legitimately going through a very methodical, thoughtful process to come to a decision.”

The Hill reports that many party strategists believe Bush could transform the electoral map, “turning blue states purple and purple states red.”

On the other hand, the paper says, a third Bush in the White House could strike voters as too “dynastic,” an obstacle that Bush has recently acknowledged.

Nevertheless, Bush appears capable of leading on the key issues expected to define the 2016 campaign, including immigration and education reform. His multicultural family could also be an asset; his wife is from Mexico, and he speaks Spanish fluently, two things that could help the GOP capture the crucial Latino vote, according to The Hill.

Meanwhile, polls are showing that other potential establishment front-runners, such as N.J. Gov. Chris Christie, Wisconsin Gov. Scott Walker, and Florida Sen. Marco Rubio, have seen their star power fade to the possible benefit of Bush.

In the last few months, Bush has been careful to say he has decided whether to run. He has said he is deferring a decision until later in the year and would only consider running if he could do so “joyfully” and in an environment without much acrimony.

Allies are hoping he will make the decision in favor of jumping in, and do so soon, according to The Hill.
